Main Duties of the Department of Mechanic, Electronic and Hi-tech Industry (National Mechanic & Electronic Import & Export Administration)
1. Formulate and implement import & export planning, policies, regulations on mechanic, electronic and hi-tech products, and import & export catalogue; approve and issue the import certification of mechanic and electronic products according to law.
2. Formulate and implement the import and export policies on optimization of import & export structure on mechanic, electronic and hi-tech products. Be responsible for the establishment of export bases of important mechanic and electronic industries; coordinate the development of self-owned brands; standardize of export order.
3. Coordinate the trade boosting strategy implementation, and undertake Science and Technology (BTST) and relevant work by the BTST inter-ministry joint working mechanism; give guidance to the establishment of national BTST innovation bases and the technological innovation in the governmental agencies of commerce.
4. Formulate and enforce planning, policies, regulations, and administration of export credit and export credit insurance on large size complete plant equipment.
5. Formulate regulations on international bidding and tendering concerning mechanic and electronic products; be responsible for guidance to, supervision and administration on international bidding and tendering for mechanic and electronic products; be responsible for qualification evaluation and annual evaluation of international tendering agencies for mechanic and electronic products, and routine in State Bid Evaluation Committee.
6. Formulate and implement the policies and rules of, catalogue and access criteria on processing trade, work together with the related departments to formulate processing-trade policies; promote transformation, updating and transferring of processing trade.
7. Formulate and enforce the national policies and rules of administration on import & export; approve import & export permits of dual-use materials and technologies and drug-related chemicals according to law; formulate and facilitate the implementation of rules of administration on import & export of dual-use materials and technologies; coordinate the enforcement of laws and regulations of import & export controls of different regions and different governmental agencies; undertake the work of Expert Committee of import & export controls over dual-use nuclear materials and technologies; issue end use and user certificate as requested overseas, issue the Importer Statement of End-user and End use on dual-use materials and technologies, and supervise and administrate the end-users.
8. Formulate and implement the trade promotion policies on mechanic, electronic and hi-tech products; promote the establishment of import & export standard system; organize the mechanic, electronic and hi-tech enterprises to conduct exchange and cooperation with foreign countries.
9. Direct the work of the Import & Export Administrations of the local regions, the government agencies and state-owned enterprises.
10. Undertake other work assigned by the leaders of the Ministry.
